The 8th Pay Commission (8th CPC) was announced in January 2025 and is expected to be implemented from January 2026. This article explains what it means for central government employees and job aspirants applying for government posts.

What is the Pay Commission?

The Pay Commission is a government-appointed body that reviews and recommends revisions to the salary structure of central government employees every 10 years. The 7th Pay Commission was implemented in 2016. The 8th CPC will revise salaries for approximately 49 lakh central government employees and 65 lakh pensioners.

Expected Fitment Factor

The fitment factor is the multiplier applied to existing basic pay to determine new basic pay. The 7th CPC used a fitment factor of 2.57. Experts and employee unions are expecting the 8th CPC to recommend a fitment factor of 2.86 to 3.00, which would significantly increase take-home salaries.

Expected Pay Matrix — Level-wise (8th CPC Estimates)

  • Level 1 (MTS, Group D): ₹21,700 → Expected ~₹26,000–₹28,000 Basic
  • Level 2 (Constable, Peon): ₹19,900 → Expected ~₹24,000–₹26,000 Basic
  • Level 4 (LDC, SSC CHSL): ₹25,500 → Expected ~₹30,000–₹34,000 Basic
  • Level 6 (SSC CGL Tier I posts): ₹35,400 → Expected ~₹43,000–₹48,000 Basic
  • Level 7 (Inspector, SSC CGL): ₹44,900 → Expected ~₹55,000–₹62,000 Basic
  • Level 8 (AO, AAO): ₹47,600 → Expected ~₹58,000–₹65,000 Basic
  • Level 10 (UPSC IAS Grade A): ₹56,100 → Expected ~₹70,000–₹78,000 Basic

How to Calculate Total In-Hand Salary

Basic Pay is just one component. Your actual salary will also include:

  • HRA (House Rent Allowance): 27% (X city), 18% (Y city), 9% (Z city) of basic pay
  • DA (Dearness Allowance): Currently 55% of basic pay (revised every 6 months)
  • TA (Transport Allowance): ₹1,350–₹7,200 depending on city and pay level
  • NPS Deduction: 10% of (Basic + DA) is deducted for National Pension Scheme

Example: Expected Take-Home for Level 6 (8th CPC)

  • Expected Basic Pay: ~₹43,000
  • DA @ 55%: ~₹23,650
  • HRA (X city, 27%): ~₹11,610
  • TA: ~₹3,600
  • Gross: ~₹81,860
  • NPS (10% of Basic+DA): -₹6,665
  • CGHS: -₹250
  • Estimated Take-Home: ~₹74,945/month

When Will It Be Implemented?

The 8th CPC was constituted in January 2025 and is expected to submit its report by December 2025. The revised pay structure is likely to be effective from January 1, 2026, with arrears paid from that date. This makes jobs recruited in 2025 particularly valuable — you'd join at 7th CPC pay and get revised to 8th CPC soon after.
